Have you ever oiled your choke cable?

Sometimes something simple like that will drive you NUTS!! Check to make sure the choke cable isn't sticking/stuck open. You can oil it with simple penetrating oil. Just remove the choke cable, hold it up by the carb-end, and work the cable as you put a few drops of oil on the end. Do this until it works smoothly.

If it's not a sticky/stuck choke cable, then you have the right idea with your above mentioned plan of attack. One more thing, a dirty air filter can cause a plug to foul, so add that to the list.
